Job Description

Responsible for day to day implementation of quality control inspection throughout the Client Company construction project. The Chief Inspector is responsible for the supervision of the Inspection Team and is the primary interface with the customer to ensure proper implementation of technical and construction specifications and project requirements.

Primary Functions:

Review all Client Company Construction documents and become thoroughly familiar with the project requirements, the construction specifications, and the construction drawings, environmental permit stipulations, landowner restrictions, and the Client Company safety plan.

Review the scope of work with the Inspectors and assign each Inspector to oversee activities for which they are best qualified.

Coordinate daily with Client Company Project Manager, to maintain effective, prioritized coverage of construction activities.

Track problems and non-conformities throughout project.

Prepare electronic daily construction progress and inspection reports for submission to the Client Company Project Manager.

Provide guidance and interpretation of project requirements.

Remove any unqualified, unsafe, or uncooperative personnel from the job.

Discuss all proposed design changes and variances with the Client Company Project Manager and field engineer and ensure that proper approvals are secured before proceeding with the work.

Ensure that the Contractor has all necessary Client Company authorizations prior to proceeding with extra work.

Monitor extra work activities, verify the hours worked, pay item quantities installed, and the labor and equipment used.

Record and document Contractor progress and work quality situations that would aid in correction of non-conformances and be useful in evaluation of Contractor’s claims.

Ensure that proper Client Company authorization is secured before the Contractor performs any work outside the approved right-of-way.

Verify that all easements and permits have been acquired and note any special requirements.

Work closely with right-of-way personnel to resolve landowner problems.

Develops and maintains a list of project personnel (management, engineering, etc) to assist in complicated or technically challenging situations.

Verify all documentation is being collected (written and electronically), organized and delivered to the Client Company Project Manager on construction activities related to the pipeline.

Responsible for adhering to and enforcing all RPS and Client Company safety related standards, rules and regulations to promote a positive safety-first culture.

Ensure Inspection team, and contractor construction crew members are properly operator qualified to perform tasks.

Assist Client Company Project Manager on productivity items to ensure project is on target.

Qualifications

AWS API 1169 – Pipeline Construction Inspection Certification, including working knowledge of all codes, standards and reference materials.

CWI preferred.

NACE CIP- Level 1 or better

5-7 years of Gas Transmission Pipeline Construction Experience (Minimum 5 years inspection/supervisory management experience).

Advanced Knowledge of codes and standards including API 1104, API 1110, ASME B31.1, NACE.

Familiarity with 49 CFR Parts 191 & 192.
